    Any new tunnel is going to have an escape route. Normally it's twin tubes with fire doors between them, like the Gotthard Base Tunnel. But yes, there are older tunnels that are grandfathered in. The Mont Blanc highway tunnel was built as a single tube 1959-1965. 39 people died in a fire in 1999.

    Alcohol is subject to both volume limits and the personal exemption dollar limit. If you're over your dollar limit, all of it would be taxed. If you're not, you get one liter exempt but the rest is taxable regardless of your exemption.
