Great news. The Raleigh-Durham area has quadrupled in population since 1960, to 2.1m, with a mega overlay of roadways and not much rail, so it makes sense this would be expensive. Wake County itself, with Raleigh in the center and Wake Forest on the edge (mostly), has 7-tupled in population. Wake is the largest county in the state, even if it's not Charlotte. The EIS Tier II for the abandoned rural S-line in VA and NC also shows a fair number of bridges to work on, and reconfiguring Richmond near the Triple Crossing will be expensive. By comparison to this $1b grant, Brightline West and CAHSR each received $3b. Long Bridge Phase II got $729m, needed for any increase in NC/VA service.
