Out of 1,333M of Transit & Intercity Rail Capital Program, 310M went to Amtrak or joint Amtrak & regional rail improvements. From north to south:

14M to Capital Corridor JPA for Santa Clara Interlocking, Agnew Siding and Sacramento Valley Station active mobility improvements.
Santa Clara interlock helps reduce delays and increase flexibility between San Jose and Santa Clara. Agnew siding allows special event trains to layover next to Levi Stadium while also reducing the longest segment of single track between Fremont and San Jose.

70.87M to San Joaquin Regional Rail Commission and San Joaquin JPA for Stockton Diamond Grade Separation, Madera HSR Station.
Stockton Grade separation flys BNSF over the UP to reduce conflicts and increase capacity.

63.26M to Coast Rail Coordinating Council for King City Multi Modal Transportation Center, Crossover and siding improvements near San Luis Obispo & Paso Robles and finally Ortega Siding.
King City station along with siding and crossover improvements in San Luis Obispo & Paso Robles are early work to allow new service along the coast while also reducing delays on Coast Starlight. Ortega Siding allows a 7RT of surfliner to run to Santa Barbra (Goleta)

125M to OCTA for San Clemente resiliency.
A variety of projects to protect the right of way near term in San Clemente

38.47M to North County Transit District and San Diego Association of Governments for Eastbrook to Shell Double-Tracking and Del Mar Bluffs
Stabilization Phase 5.
Eastbrook to Shell Double-Tracking is closing a 1mi gap in Oceanside and replacing a old bridge. Del Mar bluffs will get 100-130 new soldier piles to reduce the risk of cliff collapse.
