Per Amtrak AGR Terms: "Points will expire if your account has been inactive for more than 24 months (no points have been earned or redeemed during that time)." That was my experience. I was close to 24 months (almost never earned via paid tickets) so I bought 1000.

Correct! I just got approved for the card 2 days ago and did not have one at the time the 17k was going to expire.

I had 17k AGR points close to expiry and I ended up buying 1000 just to be on the safe side and that did work. Just yesterday I was approved for the AGR FNBO card with 40k bonus so now I will be good for a while (and have plans on how to use the points before they expire!)
