    Update webpage and reservation system to make it user friendly. Order new rolling stock/locomotives over a rotating 10 year period. Perform a major service of all rolling stock every four years. As an added fourth JFTHOI- Get tough with the freight railroads holding up Amtrak priority.

    Hard to tell what they mean seeing as this is an advisory showing posted on December 1, 2021 when today is still only November 27th. should- probably but don't hold your breath. early- referring to sometime in the morning before noonish.
