There are two electric outlets under the window. (One should be for the aisle seat passenger.) You may need a multi-outlet cord if you also have to charge a phone or other device.There should be plenty of room on the floor for the CPAP unit.

Sometimes for prior delays the "why" is only to satisfy curiosity. Knowing "why" doesn't cause the train to make up any time.

The wait for luggage doesn't take THAT much time. Even in the Bedroom, space is at a premium. I always check larger bags when I can. That's my advice to you.
