It probably all depends on the number of passengers transferring from one train to another. If there's 30 to 40 passengers transferring from say, the LSL, to the Southwest Chief, then they'll hold the train, if there's only one or two they won't.
When we went on a Pacific coast cruise several years ago, we took a van service from LAX to a hotel in San Pedro. The next day, the hotel offered van service to the cruise terminal. Definitely arrive in LA the day before your cruise leaves. It's not worth the hassle to arrive the same day.

Freight trains usually don't run on any set schedule. They could run at any time. A radio scanner would be helpful in hearing communications between trains and the dispatcher.
Building something on a space allocated for a new passenger station will only delay and increase the cost of the station. These multi-million dollar developers can build their condos and office buildings on other sites.
