    A problem with Tri-Rail handing off and taking Amtrak Pax is baggage. Tri-Rail stops are VERY short duration. Sometimes literally just a few seconds, and they can be literally packed with commuters. Handling much in the way of pax with luggage would gum up the whole works, be dangerous...
