If I arrive in LAX & want to book a R/T to SAN, can the station agent book me using AGR pts.?

Nope, but you can call and Modify your existing Award to terminate in SAN instead of LAX. It will be in Biz Class if you do this.
For the return, it will be a New Award, if SAN-LAX, that's a Special Route, so, 1,500 points in Coach ( Unreserved)/2,000 in Biz Class. ( Reserved)
If you're leaving the same day from LAX on an Award trip, you can modify your Rez to start in SAN instead of LAX, same as the trip down to SAN.
