The only area where STI incentives were awarded were on capital spend and ridership. Targets for AOI and CSI scores were not met. The two areas met did not meet the percentage requirement for the ELT to benefit. From reading it the percentage award has to meet a certain threshold for the ELT to get the award. Only lower level management employees will get compensated at the lower percentages.
