It is my understand that ARC was supposed to receive $3 Billion from the Federal Government. But, my question is, where was this money coming from: New Starts, RRIF, etc?!
 
New Starts. But who cares anymore? Let us please not rehash ARC all over again. Go and do a search on ARC in the forum and please spend the next three weeks carefully reading everything before asking any more questions on it.

The answer to most questions about ARC should be available on line. Learn to use Google. Specially the answer to the question asked is available in stark clarity in the Wikipedia article on "Access to the Region's Core". After a search has failed to produce an answer then feel free to ask.

Seven to Secaucus?
ARC in its final configuration with no connecting tunnels to NYP had little to do directly with Amtrak. Same goes for extending Seven to Secaucus. So this question really does not belong in the Amtrak forum, but in the transit forum.
And since ARC is dead, "is" is not the correct tense.
