Credit to Rafi, I pulled this from his FB feed (he's quoted in the article).

Maryland has canceled the bidding on a contract to take over the operations of the MARC Camden and Brunswick lines from CSX — saying its bid solicitation had failed to generate sufficient competition for the work.
I'm pretty shocked that after at least 18 months of work, the MTA management is back at square one with having to generate a new RFP.

Hopefully Amtrak can get their stuff in one sock and submit a competitive bid - it would make oversight easier on the MTA staff, and overall I've been happy with the service provided by the Amtrak personnel on the Penn Line.
