At one point the Keystone was diselized until Gunn’s heroic restoration of the corridor, likely explaining the change.Currently PHL-HAR is unreserved service; PHL-NYP is reserved service, so your NYP-MVN trip would require a reservation today if it were still bookable. The Commonwealth wants the flexibility, but unreserved a random few, short NEC trains being unreserved would be a nightmare.
