Logically I doubt it. If the change was made by Amtrak there should be no fare change. If you just decide to change the fare you can not expect insurance to cover it. What is to keep you from reserving a trip that has a low fare knowing you are going to change it to a more expensive fare at a later date? Maybe the more popular date cost more so you get a cheaper one and then change to the more expensive. What insurance would cover that.
 
Read the fine print on your policy. That will give you your answer. If not, go on the insurance website and see how to contact them for that information. Travel insurance stipulations vary enormously from policy to policy, and even from state to state. No one here can give you a definitive answer, but your policy terms and conditions will.
