I have a problem... My plane from Costa Rica is acheduled to arrive at EWR around 8:30pm and my train is scheduled to leave at 9:27pm. Will I be able to make the train with baggage/customs etc???

That's less than 1hr. I wouldn't risk it, even if the aircraft is on time. You really don't know what the backlog at CBP will be. Not only that, but you also have to get on the AirTrain and then get over to the EWR NJ Transit station, all within that 1hr.

I'd be looking at a different train. Maybe 10:30 - 11p.

I agree. 1 hour is too close to cut it. And you don't just have to worry about CBP, etc... - EWR is well known for flight delays. I would not even trust a domestic plane to domestic plane transfer of 1 hour at EWR!

Looking at the time table you are looking at catching train 167. Which on Saturdays is the last direct train between these points. There is a later train from Newark Penn Station which is one station north from the Airport. It leaves Newark Penn Station at 11:21PM. The train ride from the Airport to Penn station takes around 10 minutes. You might be able to catch an 11:04pm New Jersey transit train to Newark Penn Station and arrive at 11:10 PM. Then catch Amtrak train 169 to Wilmington. Not pretty but I think more possible then making train 167.
 
Worst case, you can take a taxi from the airport to downtown Penn Station -- it'll cost about $10 or $15.
