if I refer my wife, do we both get the 500 AGR bonus points or does it have be someone at a different mailing address?
 
Yes you both do. The magic thing is each account could have the same MAILING address, but each AGR account must have a unique EMAIL address! (If needed, you can get free email accounts at sites like yahoo, gmail or others.)
 
This does not mean, however, that you automatically get the penthouse suite. You will need to have some additional connections.
 
Right. She has to take a trip with her new AGR number linked.

I did the same thing with my boyfriend. We live at the same address but have different email addresses. I referred him, and the first time we went to Chicago together, everything posted just fine. Now we both earn points, and if we need to move some around to get a roomette, it's easy to transfer them between accounts.
 
I am a member of guest rewards but wifey is not. How do I go about "referring" her?
If she doesn't already have her own email address, create one for her either with your existing service or one of the free services like Hotmail or Gmail.

Then go to the AGR site, find the spot to send her a referral email. When she follows that link to create her AGR account, and then travels within 90 days, both of you will get a 500 AGR point bonus. She gets it no matter what, but you only get it if you refer her and she follows that link in her email.
 
I had refered my wife on a previous occasion but do to some personal issues, we never traveled within the 90 days. Her account has never had any activity. Now we are planning another trip and am wondering, can I refer her again?

Unfortunately, No. The conditions are that it must be a newly established account and that you travel within 90 days of the referral. While you could meet the second condition, alas you can't meet the first condition as it is no longer a new account.
