Great story here, the guy literally started driving buses on the weekend and now is in charge of the entire agency. As the story says at the end, hopefully he'll stay in the job for a good long time and get lots of positive things done.

How common is it for an employee to "rise through the ranks" to head a transit agency as opposed to either being hired directly out of college for a management position, then rising up through various management positions, or being hired away from a similar position with another agency.
