Mystery USDOT car in Wilmington

On my way south through Wilmington, I saw a USDOT train car (visibly aged) with a code on the side of "ONCX 0400" or somesuch (it might have been TNCX 400, but I'm very confident of the CX 400 bit...and reasonably confident of the NCX 400). It was clearly a passenger/business car-style car (not freight) on a siding. Anybody know the history?

My best guess with some research is that it's a car from GE Railcars...the code lists as being a Nestle car, which seems a bit odd...and the car, as I noted, said it was government.

Anderson, I seem to recall you had a USDOT question recently and I was able to find something about it on google. I somehow could not find it this time, but if you look, or have not already, you might find it.

Don't sweat it. Hopefully, I'll be able to get either a picture or a hard lock on the car number sometime in the future. That car did not seem to be going anywhere, given the paint job.
