Is it safe to create a Russian Railways account to buy tickets from them? A birthday is needed, and I could doubt that it's safe to do that, since it's Russia.

If you want to travel anywhere you will have to give the information that is on the Passport info page. There is no getting away from that. If you are uncomfortable doing that then stay home is the safest policy.
If someone asks you to send a jpeg or pdf of the Passport info page attached to an email message, try to find an alternative, like maybe FAX or even whatsapp or something like that. Email messages are notorious for being transmitted in the open on some random hop in its path.
