Here's a list of the websites I've happened upon so far that focus on rr news. Most of them are international in their scope but all consider the US to be part of planet Earth. Train Orders, as most of you know, is oriented somewhat toward photographers and charges a minimal annual fee to see photos and vids. The others are all free.

Additions to this list would be most welcome. I've found these mostly by accident so I expect there are more out there.

The two I used that are not listed above are railfan.com and progressive rail news. The publisher of trains magizine had a good news service up until a few years ago when they decide to only allow the subscibers of thier magizines to read the news.

I googled "progressive rail news" and got this one: http://www.progressiverailroading.com/ Looks interesting but is it the one you had in mind?
 
Railnews.net is an automatic aggregator; it's quite good, even if it *does* pick up every news article about the "Underground Railroad". :) Railway Gazette and Progressive Railroading are the only other two which seem to be "necessary reads" in order to keep up to date internationally.
 
Oh, one more which I pay attention to: The Man In Seat 61 keeps track of, basically, how to get anywhere in the world by train, with bus and ferry as backups for broken connections. No flying. He updates roughly monthly. He'll often get news of changes in passenger service which has simply not shown up in the rest of the English-language press.
