IIRC, Amtrak operated a shuttle for the Penn DOT from Pittsburgh east, a few years back during a long term highway construction project...

and wasn't there a similar shuttle in Arizona at one time due to flooded roads, or something like that?

So yes, it is unusual, but not unheard of.....
