Reserving Accessible Bedroom

In checking with an Amtrak agent today I was told that the Accessible Bedroom can be reserved within two weeks of travel by passengers without a disability. The kicker though, according to the Agent, is that it can only be booked if all other available Bedrooms are sold on the date of travel. Can anyone here at AU verify that this information is correct?

I would hope they are doing that. Handicapped people should always have first dibs on the accessible bedroom if there are other sleepers open.
