While I always try to apply Hanlon's Razor -- assume incompetence rather than malice -- (and boy, Amtrak does have a history of incompetence in several specific areas) -- there are times when I can't attribute it to anything *but* malice, including the wilful refusal to publish avoidable costs required by Congress. (Amtrak Management is apparently making a frivolous claim that the law, which is *still in force and part of the US Code*, somehow doesn't apply any more.)I'm not the only one thinking frequently, in multiple contexts, about whether we're looking at good-faith actions or subversive dishonesty.
