I can confidently answer one question. Yes, all steam engines are required by the FRA to undergo a rebuild/inspection every 15 years. For example, UP 3985, the Challenger, is currently undergoing this work. Hopefully someone can explain this better, but the process involves replacing the boiler tubes. Since the steam engine is being taken apart anyway, this is also a good time to do other repairs as needed.
