I'll be arriving in LAUS from ABQ & want to fill the time for my #422 connection with a BC R/T reservation, LAUS to SAN . Because of the arrival uncertainty, waiting til I get to LAUS seems like the thing to do. Can the station agents book an AGR res?

Nope, just call up AGR when you hit LAX or even do it online if its in Coach (1,500 Points Special Route) which is Unreserved on Surfliners/ if you want to Upgrade to Biz Class which is Reserved, ( 2,000 Points Special Route), you have to Call.

Note: one of the delayed promised benefits of the "New and Unimproved AGR" is that you will be able to do all AGR transactions on-line.

Of course, with Amtrak's glacial rate of progress in modernizing,, perhaps if you're still around in 15- 20 years, that may come true?

In another thread I speculated that Amtrak could implement AGR 2.0 in such a way that you could make AGR redemptions online without any change in the reservation system. The part of the AGR system that awards you points after a trip would have to be changed to award you a $ credit instead of points, and store the credit in an exchange voucher.

Now if AGR 2.0 contains a lot of monkey-business on the redemption side, as opposed to the earning side, then my theory is shot.
 
No, as far as I know, only AGR can book an AGR award. The agent can issue boarding pass for the reservation made through AGR once you have it though (so can a Quik Trak machine). I think you'd be calling AGR when you decide.

I'm taking the SWC to LAX, then the TE that evening. I'm wanting to fill the day with a R/T to SAN, but dont want to make an AGR BC Rez. til I know we wont be late! Guess I should just wait til I arrive into LAUS to call?

Or just wait until you know you are going to be on time or close to it. Call after like San Bernardino or Riverside. That gives you time. Also, unless you go Business Class, the Pacific Surfliner are unreserved, open tickets and can be used on any Surfliner departure.
 
Zephyr 17 nailed it, but its definitely worth the extra 500 Points on this Special Route. ( 1500 Coach/2,000 BC)

Note: They're doing track work between Oceanside and San Diego right now, you might get Bustituted between those spots? You might want to call and ask about this!!!???
