Even $175 million seems a little high for a three mile line. They need to redesign it to come under $100 million and then only add expenses where they have to. Ideally the first line should be under $150 million on completion.

I don't think they should pay extra to be guinea pigs to develop new technology. A light trolley wire will be fine on Mill Avenue.
