If the line has been abandoned since the 1930's, it's surprising that the tracks are still in place. Have they been used for freight service?

The history is more complicated than that. The line as a whole was not abandoned in the 1930s. Different parts were abandoned at different dates. Some parts did indeed have freight services until very recently. There was even a proposal to run a light rail service on it, but the authorities have opted to build than on-street instead (there is now a streetcar line that runs broadly parallel to the Petite Ceinture without actually running on it).
 
Yeah...the article says "went into decline", not "went out of service". I'm surprised the tracks haven't been looted, agreed, but the land seems to otherwise be basically unusable.
