Why can't I book Toronto to Niagara Falls Ontario?

Doesnt the Maple Leaf run Toronto all the way to New York Penn?

Amtrak's timetable for the Maple Leaf clearly says: This station is operated by VIA Rail Canada. Trains between Niagara Falls, ON and Toronto are operated by VIA Rail Canada in cooperation with Amtrak. Through fares/ticketing available. -----That's the part that confuses me, if through tickets are available, why doesn't it show up?
 
Just book with Amtrak from Toronto to Niagara Falls,New York in Biz Clasz and get off @ the VIA Station on the Ontario side if you want to stay in Canada.

Even though VIA technically doesn't offer Business Class on this train, the charge is only $1 additional over the Rail Fare to ride in the Biz Class/Cafe Car ( Amtrak Equipment) from Toronto to the Border.

You possibly could book through VIA from Toronto to Niagara Falls, On. Check via.ca

Otherwise you'd have to ride a GO Train from Toronto to Aldershot ( Hamilton) and transfer to a GO Bus to Niagara Falls,ON.

since VIA no longer runs VIA Trains between Toronto and Niagara Falls,ON during weekdays and the off season.
When doing Toronto Union Station to Niagara Falls, ON, I get the Maple Leaf showing up as bookable on Nov. 12 (weekday and off season.) It's also CA$24.86 on the Escape fare, which is much less than the US$35 charged to Niagara Falls, NY on Amtrak.
