The NE zone is a zone to itself ONLY when the terminal points of a train are within that zone. Basically if you get on and off anywhere within the zone, you're in that zone. However, if only ONE terminal point is within the zone (NYP to ALC, or NYP to TPA) then the ticket is considered to be in the East Zone that runs East to Toledo.

So, can I go TPA-PLB on a one zone ticket?

The northeast zone should ONLY be considered (as far as like the 3,000 point award) IF the starting point AND ending point are BOTH within the zone. (Such as KIN-PHL or ALB-WAS.) If even one point is outside the zone (such as ALB-TPA), it would be an eastern region award for 5,500 points!
