Dodge Island itself might be a four minute walk from Bayside, but most of the cruise complex isn't a four minute walk from itself, especially with cruise baggage. Those ships are large and numerous.
As soon as the owners of those large and numerous ships share a small bit of their large revenues, there will be transit access. before that, not so much, specially when the rest of the city is also severely starved for good transit.

The only reason Brightline contemplated the harbor Station was because Virgin Cruises was going to foot the bill. As soon as that went away the station vaporized like a South Sea Bubble.

Many years ago, when staying with relatives in SWFL and trying to get to Miami for a cruise, I found it was cheaper to rent a car in Fort Myers and drop it off at the Budget in Downtown Miami than it was to park. This was before Uber or Lyft, though, so the cabbie charged me $20 for the very short hop over to Dodge Island. All that said, I'd much rather have driven over to Ft. Lauderdale and taken Brightline to Miami. Brightline or Metromover directly to the cruise terminals would be even better, but even grabbing an Uber would be better than the cluster that was the car rental experience.

Brightline charges for parking, though probably less than the cruise terminal.

My understanding is that the east portion of 528 is part of the Florida Tollway (Turnpike) Authority system. Maybe they collect a toll based on the toll stations on CFX property?
I finally had a chance to check. Florida Tollway's road ends at the intersection with SR-520. East of that is FDOT. You don't have to pay any toll to go from I-95 to SR-520 on SR-528. There is a very convenient little Board just west of the SR-528 overpass over SR-520 saying that Tollway Begins. westbound and Tollway Ends eastbound,

The signs mark the start and end of CFX territory.

FTE does receive tolls on Beachline East. There used to be a tollbooth east of 520, but it was removed, and the toll is now collected by CFX on behalf of FTE at the Dallas Mainline Plaza west of 520. Tolls on vehicles entering or exiting at the 520 interchange are collected directly by FTE via toll-by-plate.

This is from the official FTE Toll Rates document on their website:

Way back in 2013 or so I remember reading about the negotiations between CFX, FDOT, and Brightline. They were concerned about losing toll revenue to Brightline from any future stations in Brevard. So if Brightline does open a station in Brevard, part of the ticket price will be divided between CFX and FTE for those riders between MCO and Brevard. Not sure if riders from points west of MCO will also pay a bit more if their destination or origin point is in Brevard.

Did they also take into consideration tolls that will be lost on the Floridas Turnpike by Miami - Orlando passengers on Brightline?

Have they already built in something in the agreement to cover station(s) in the Treasure Coast?

I recall that Florida's Turnpike was excluded from any additional compensation due to diversion. Probably the traffic study would be too difficult to really pin down direct diversion numbers? It was many months of negotiations iirc and was one of the more difficult to reach.

The Treasure Coast counties were also not included. I have the pdf document somewhere that details all this. I don't recall if it includes the initial proposed per ticket compensation. I do know it had an inflation escalation clause over the 49 year long agreements.
