The "unofficial" rule is, if you can carry it, you can bring it. They don't measure or weigh carry-ons. They do weigh checked bags and those must be under the weight limit.

I have seen the error a few times as I have been checking to see if I will get a bonus (none yet :( ). There are just some lines of text saying Apache error or something, I don't remember. It seems to be very intermittent, so it will probably work if you try again some time later.

They were basically instant the last time I bought in December. I would say no to using the voucher because the points are offered through a 3rd party site, not Amtrak directly.

The maximum is 10000 points of purchased points per account (potentially up to 13000 or so if you buy during a bonus period). Your friend could buy 10000 and share them with you, but there are transfer fees involved.
