    Definitely call 1-800-USA-RAIL and ask to speak to the refunds/billing department. Their hours are somewhat limited (I think weekdays only), but they will be the ones to be able to look up your ticket, etc. They can work by confirmation number or credit card number.

    With paid tickets, sleeper tickets always are charged the lowest rail fare bucket price and then whatever the sleeper fare bucket is at the time of booking, so maybe the rail fare surcharge wouldn't apply.

    They're in the Northeast zone, which is a different special area. AGR doesn't bill these as "short-haul" routes; they bill them as "special routes". It was I who observed that the majority of short-haul routes are now either Northeast or Special routes.
