Rural police in general are poorly paid and trained. On top of that I would assume officers with the least seniority get stuck working on a major holiday like Christmas. Short answer. No one except Amtrak can answer that, even then take that with a grain of salt. I’d go with the assumption you will be in a non refurbished car which honestly shouldn’t diminish your trips enjoyment. Start looking at dates now and try to lock in an acceptable fare if you can.
