Ideally you would have one umbrella organization that would coordinate both rail and bus service. Like the setup in Ireland where the National Transport Agency operates both Iarnrod Eireann and Bus Eireann the national rail and bus systems.
Admittedly I was using a bit of hyperbole here, but I think you get the point, that vast sums of money get routinely shoveled out for highway projects without anyone questioning it, whereas relatively smaller amounts spent on rail get scrutinized.
Normally roomette passengers get lunch between Boston and Albany, provided out of the cafe. Seems to me they should provide something but based on Caravanman's experience I wouldn't count on it. You usually get dinner from the diner that comes from NY once you leave Albany.
$3 Billion sounds like a lot but when you consider what gets routinely spent on highway improvements in this country, where they might drop that much just rebuilding one freeway interchange, it really isn't that outlandish.
I know the YouTuber and video you are referring to, and I think his reference to prison cars had more to do with the actions of the Conductor than that actual car itself, although I recall he was not impressed by the Horizons.
I guess one example of where this would be useful is the New Haven to Springfield corridor where Amtrak only shows their trains and not the CTRail trains covering the same territory. CTRail schedules show the Amtrak shuttles and Valley Flyers but not 55 and 56.
Maybe not enough people transferring to justify a dedicated bus?
