I have to agree with you on this. The only way for the diner to elimate losses is to fill all the tables and have high turn over. I don't know if this even possible since the galley has limited space to cook multiple meals.

It is only a 2 hour window connection time from a train that travels 3 days and 2500 miles.  I would assume that connection was a miss many days.

It probably was a good deal back in 1994 when that sticker was placed on the phone.  Next time I visit the lounge I think I might pick up the receiver just to see if has a ring tone.  Be thankful you never had to use a pay phone.  We use to carry wipes just to clean the receiver before use.  Yuck.
