What is the ideal way to apply? Online, over the phone, watch the mail for an offer? Is there a referral program for the credit card? Would reoccurring charges, such as monthly Netflix and Hulu count as purchases?
 
You can easily apply either online or over the phone. I know online there is a bonus (xx,000 bonus points for a $yyy spend in the first z months), I'm not certain if it's offered over the phone. yes, any charges (Netflix, Hulu, cable bill, gas, food, etc...) count and earn AGR points.
 
My cable and electric will not accept credit cards (what???). But I put all my other routine charges (phones, cable, etc) on my AGR Mastercard. It adds up very quickly.
 
Here in Austin the City owned Utilities accept Credit Cards but charge a $3.95 "fee" for "Bill Matrix" to process the payments.

The various cable and telecommunication companies all accept them on " auto-pay" with no fees!

Surprisingly the IRS still charges a fee for using credit cards to pay taxes!!!

I wish my Landlord would accept my AGR MC since it is my biggest recurring expense, but no joy so far!

As Dave says, I use it for such "luxuries" as gas, food,auto expenses,medical expenses etc. in addition to all "necessary" costs such as travel and entertainment spending!

The reason is that the IRS (and all Government agencies - both federal and state/local) are prohibited by law for paying the credit card fees. Stores like Macy's, Sears, Safeway, Von's, etc... pay it for you.
That's why you see some gas stations having 2 prices - "Cash = $2.59, Credit = $2.64" The extra charge is the credit card fee. Some stations have a sign saying "5¢ discount for paying cash". Most stations pay the fee for you - actually include it in what all customers pay.
