F40 cabbage (unpowered control unit), not engine. Given the maintenance activities at L.A. nothing in the video is real unusual, and MrFSS is right about the single level consist.
I am not surprised by anything in this video I see Cascades engines frequently, as I do the occasional multiple engines. The stuff sure doesn't run perfectly ALL the time
The train being pushed by two locomotives...a P42 and an F59... the F59 might be the San Diego protect engine headed back to LA and rotated with another. The Cascades cabbage has been a common sight on the Surfliner lately as are the P42 and Superliner coaches.
