At least she's not an airline exec, so I'd tentatively say yes.

Her resume does not seem to indicate actual railroad experience, but more bureaucratic experience, but in position’s that should be beneficial to Amtrak, anyway…

Virginia has been doing fantastic with rail expansion and success AFAIK, so if she's the one that helped lead that, I support.

From what I remember of Mitchell in Virginia, she was good.

Looking over the resume, Mitchell seems impressively qualified for VP Strategy and Planning.
- Years of experience with local-level commuter rail programs.
- Years of experience with successful state-level Virginia passenger rail development.
- Years of experience with federal-level rail programs during the IIJA changes.
- Experience in rail system planning, project finance, and state/federal senior management.
- Resume: Sticks to challenging jobs for long periods.
