The requirements are applied consistently from screener to screener and airport to airport. When dealing with thousands of screeners in hundreds of airports, you make it as easy as possible.

Except they are NOT applied consistently. One screener will let a 3.4oz container through while the screener at the passenger's connecting airport will still be stuck on 3-1-1 and yell at the passenger for having the audacity to dare to bother following the rules...
