That's a good deal. The fine print shows it is 25% off best available fare, so it's 25% off discount, not full fare if discount is open.

Well, that's great. I just booked a ticket last month for a Canadian trip this November. Is it possible to rebook at this new discount fare? (The ticket I booked was a discount ticket, so if I cancel and rebook, there's a ~C$200 cancellation fee.)

I doubt you can change it without avoiding the fee, but it cannot hurt to call and check with a VIA agent.
