Chicago-Detroit-Toronto service proposal with Amtrak/VIA connection in Windsor ON

Would facility in Windsor be joint CBSA/CBP with Preclearance?
That's the plan.

Any track improvements required or desirable? Imagine they are planning to use CN's connecting branch between the CP Windsor Sub and the VIA Chatham Sub.
My understanding (subject to more recent information) is that the connection will be by the Essex Terminal Railway, which runs through the old Ford plant yard, and CN will not be involved. It is a much shorter route, making @jis observation of "efficient" the objective. A connecting turnout is required at the VIA end unless they plan a backup move. The current switch goes the wrong way.

Yeah, I was looking at it on openrailwaymap.org. They'll need a southwest quadrant connector to enable access to the VIA station without a backup move from the Essex Terminal. I guess I kind of assumed the CN connection because it already has the connection allowing a straight in move.
 
Also looking at OpenRailwayMap, I wonder if they plan to still make the Detroit stop, then reverse and use that wye track to access the line that leads to the tunnel. Otherwise the only stop in the Detroit area would be Dearborn, unless they were to activate the old Michigan Central station.

The proposed routing (use of the Essex Terminal and proceeding directly from Dearborn to the MC Depot) was all laid out in this document which was semi-leaked last yearView attachment 38524. Screenshot is from it.
The document doesn't say anything about work needed at the Michigan Central Station / Innovation Center. Currently there don't appear to be any platforms there. I'm not sure if there was any provision for Amtrak facilities in the station as part of the Ford renovation.

There's room for a platform next to the existing 2 tracks. The elevated structure supporting them used to hold 5 other freight tracks and an express track. As for what part of the building Amtrak might use (never rule out a "temporary" shed), best to go with the famous quote in the movie "Annie Hall": "Right now it's only a notion, but I think I can get money to make it into a concept ... and later, turn it into an idea"

I believe that's the long-term plan, however there is a properly-aligned connecting track between the CPKC tunnel track on the Michigan side and the track to Amtrak's existing Detroit station. (There's a map in the earlier discussion thread covering the document @Burns651 has referenced above.) Although it will add a few minutes, and require a double-headed train or back-up move, it should work until any construction is completed at Michigan Central.
