Right now Amtrak.com is showing the train cancelled entirely from July 1 through July 7, it isn't even shown as running between Seattle and Emeryville. The first 11 is July 8 and the first 14 is July 9.
That certainly is not due to track repair.
If it is real, it may be a reflection of an attempt to pull together another consist to replace the wrecked one. Past experience shows it is also possibly the long cancellation is a transient artifact in the reservation system while they adjust things and may not last that long. 14(29), now enroute to Seattle, is not going to turn as 11(1) tomorrow. And 11(30) is not running.
At the very least it seems like they do not want Starlight consists in Emeryville.
