A compelling argument for Commuter Rail electrification. This as a counter-point to NJT spending enormous amounts of money on dual modes. They will never perform as well as EMUs on commuter service.

I'm not terribly surprised...the TGVs were initially built during the Cold War. If all hell had broken loose and had somehow stayed conventional for a while, you'd want to know what every part of your network was capable of so you could plan/act accordingly.

Of course, that would have been a hell of a twist on the old "taxicabs to the Marne" story.

Edit: Actually, I looked through the report. While the discussion involved moving tanks around, it's interesting to see a serious look at what would be involved in a true "high speed freight" network.
