So, if my guess is correct, the International train (Chicago-Toronto) also had a cross-border food swap back when it was in operation?

That's correct...I believe Amtrak brought the train across the border between Port Huron and Sarnia, like they do on the Maple Leaf, but not sure... it could have been VIA crews on that train....anyone remember?

That was my home train when I was growing up. I didn't realize the dome was seasonal, it was on each time I took it. Most times, I was the only one, or one of the few, up there.
