If the Appropriations Bill that includes money for Amtrak does not get through this Congress by December 31, 2020, then the entire process has to begin anew in the next Congress. Bills "in the hopper" and not acted upon by the end of one Congress (or any legislative session) die.

Does "acted on" mean passed or something less?

"Acted on" means that the Bill has either been passed or has been rejected by the legislative body. For the Bill to become law, as I am sure you know, both Houses of Congress have to approve it and the President has to sign it. If the President vetoes the Bill, then the veto may be considered by one or the other Houses of Congress. If that House votes to override the veto, then the other House ought to consider whether to override or not. If both Houses votes to override the President's veto, then the Bill becomes law.

I think--not totally sure--that all of this has to take place before the current Congress ends on December 31st.

Tell that to those in Florida, Texas and Arizona today. Note that those states begin school in AUGUST! So that means everything will be fine and back to normal in the next four weeks!
