I saw a part of it. He was aboard a refurbed Acela (he was in BC, talking to people at the conference tables), and later he went to the cafe. Then I think he was in the station but I missed the second half.

On September 9, 2009, "The Dr. Phil Show" will be traveling aboard the Amtrak Acela Express® train from New York City to Philadelphia, and then returning to New York City on the same day. Dr. Phil will be speaking with Amtrak® customers about everyday problems.
If you have a question for Dr. Phil and are interested in appearing on the show, please register by September 8, 2009 for consideration. Please make sure you are available to take the Acela Express either from New York City to Philadelphia or Philadelphia to New York on Wednesday, September 9. If you are selected, your roundtrip train ride will be free.

And you would have been sharing those 70 minutes with other's too.I declined to participate. My problems are just too complex for Dr. Phil. I need a whole team of shrinks and much more than the 70 minute run time PHL-NYP.
Ah, that explains it...I noticed the tables but I couldn't figure them out, they didn't look like the tables I've seen on the Superliner. I guess you mean British Columbia??
