How is transitdocs color coding determined?

I've wondered for a long time how the color coding on transitdocs Amtrak (and Via) Location Map is decided. Green on one route could be yellow or red on another for the same amount of tardiness. It seems inconsistent.
 
I think it is based on the actual standards Amtrak and Via have set out for their trains. Long distance trains are the most likely to be delayed, and thus have more delay acceptance than corridor trains.
 
Those are fantastic responses! I kind of noticed the disparity most evident shorter distance vs. longer distance routes -- and damn if they don't have precise definitions.
