Over the past month or so, I've noticed that they've been using one or two single level cars in the consists of the trains I usually ride (407 in the AM, 538 in the PM). The single levels are almost always the cars right behind the locomotive. Because I ride the quiet car on 407, I'm a regular on the single levels. They're sort of a pain because seating is 5 across instead of 4 across on the bilevels. I also suspect it reduces the capacity of the train.
Is something going on to make this a regular thing? Ridership declining? Or is it just that a lot of bilevels are in the shop for scheduled maintenance?
