The only definitive news on the order in which the new Viewliners will be produced is that the first car off the line will be a diner. We don't know what the second car will be!
Due to various delays we have no clear idea when they're going to start coming off the line either.
The last estimate I've found in publicly available information is from Amtrak's Fleet Strategy plan; at that time they expected only 25 of the new Viewliners to be in service as of October 2013, with the rest being delivered before October 2014.
It is not clear what the mix of cars in the first 25 is going to be, although since it was indicated that all but 12 Heritage diners would be taken out of service, we can expect it to be mostly diners, if not all diners.
An interesting detail from the Fleet Strategy Plan is that Amtrak has an enormous number of baggage cars -- something over 400 -- which are still on its books but not in use (presumably in even worse shape than the ones in use). This fits with the fact that they seem to be prioritizing diner replacement (there are just no spare diners anywhere) over baggage car replacement.
What order they will build the sleepers, baggage/dorm cars, and pure baggage cars in, nobody outside Amtrak seems to know; perhaps they haven't even decided yet.
