According to Amtrak’s reply on Facebook this policy does apply to sleeping car passengers. No priority boarding for anyone.
Actually, other than being able to board directly from the lounge, priority boarding is not really necessary IMHO. You have an assigned room and car unlike coach with no assigned seats so you don't have to be there first to get good seat(s) or to be able to sit together. There are far fewer people boarding your car so no long waits just to board. You have the POSSIBILITY that the car attendant will help you with luggage or directions if needed.
